Each page is rendered to an image and re-encoded at the quality you choose, then rebuilt into a new PDF. This reliably shrinks heavy, image-rich PDFs and scans.

Because pages are rasterized to reduce size, the result is image-based — text is no longer selectable. This trade-off is what allows large, predictable size savings in the browser. Keep the original if you need selectable text.

Scanned documents and PDFs full of large photos shrink the most. A PDF that is mostly plain text and already small may not get much smaller.
