Downscaling (making smaller) is lossless in practice — the output is sharper than an upscaled image. Set quality to 90–100% to preserve detail. Upscaling is not recommended: it adds pixels by interpolation and rarely looks good.
Resizing changes the pixel dimensions of the image. Compressing reduces file size, often by reducing quality or changing format. Both reduce file size, but resizing preserves the quality at the new dimensions while compression sacrifices some detail.
